The Government Affairs Committee continually monitors the state legislature, the county commission, and the city commission, for issues detrimental to the home building industry, and also helps to pass statewide legislation and local ordinances intended the improve the home building industry.

capitolThe Government Affairs Committee of the AHBA continually monitors the state legislature, the county commission, and the city commission, for issues that effect the interests of our membership.

The South Dakota Home Builders Association and National Association of Home Builders are our leaders on the state and national level.  Our leaders and lobbyists have great influence and work tirelessly to represent the best interests of the membership.  When the state legislature is not in session, our association is actively involved with government agencies like the Public Utilities commission and the Governor’s office.  SDHBA is a part of the Governor’s task force on energy efficiencies.

Recent issues addressed by the SDHBA include:

  • 2010   The Fire Sprinkler Bill which updates the building codes from 2006 to 2009 but says that no local government can mandate fire sprinkler systems in new construction for single family homes, thus giving the consumer the right to choose if they want a system or not.
  • 2009   The Spec Home Bill was pass that gives a builder of spec homes an owner-occupied property tax rate for up to four single family units.  (This legislation was vetoed by Gov. Rounds, but we were successful in an override of that veto.)
  • 2007   Notice of Repair legislation was enacted that requires the consumer to contact a contractor if there is any problem concerning their work and allow the contractor the opportunity to repair it before any legal action is taken.
